On January 6, the 218 – day countdown to the 26th Shenzhen Summer Universiade, the oath-taking rally of the Universiade Executive Office was launched at the multifunctional hall of Citizen Center Area B. Four hundred odd staff solemnly made a pledge: being in a close – knit group, they will devote themselves to the Universiade.

The oath-taking rally was chaired by Deputy Secretary-General of Shenzhen Municipal Government and Managing Deputy Director of the Executive Office Huang Guoqiang. Vice President of the Universiade Executive Committee and Director-general of the Executive Office Liang Daoxing, full – time Deputy Directors of the Executive Office Zhao Guanghua, Ke Gangming and Liu Pingsheng, Member of Party Leadership Group of the Executive Office and Chief of the Human Resources Department Li Chaoqi, Senior Advisors Li Nansheng and Chen Yuanzhi, and staff of all the departments of the Universiade Executive Office attended the mobilizing meeting. Zhao Guanghua conveyed the “200 – day civilized city drive”, the spirit of the citywide mobilizing conference which had been held on January 5. Then, with Liu Pingsheng taking the lead in the oath, all staff rose to read that out aloud both in Chinese and English.

Afterwards, Liang Daoxing delivered his speech and deployed the next move of the Executive Office:
The first, to run sports venues and facilities overall

According to the time schedule of preparations, the Shenzhen Bay Sports Center, the Universiade Center and the Universiade Village should be finished construction. Venues need to be constructed and facilities need to be equipped to ensure the successful progress of venue supporting facilities for the opening and closing ceremonies. Core function of the venues must be made clear to improve both quality and efficiency of venue operations. The building of MMC needs to be accelerated. Some excellent urban construction and the Universiade cultural image and landscape have to go with the construction of surrounding roads, municipal infrastructure and urban landscape, environment – friendly and low – carbon. The Executive Office should further strengthen links with the FISU, the International Sports Federation for each sport and State Administration of Physical Culture.
The second, to set up professional event teams

The Executive Office needs to perfect the games – time commanding system by building the Main Operations Center (MOC) as soon as possible, to realize a joint operational command system in running both the events and the city. The overall pattern should be tailed on how to set up the event teams and venue teams and give the training courses. Playing area teams and playing area venue teams must be built soon and thus the coordination between venue teams, and the coordination between venue teams and supporting teams can be tested through various pre – games events and activities.

The third, to propel the event preparations efficiently

Event timetable, event projects, adjustment plans and emergency programs should be cooked up scientifically. Test events need be performed orderly to test the venue facilities, the Universiade information & communication system, accreditation system, results system and security system. Purchase and registration record of event apparatus and facilities have to be paid much attention to. With the help of the relevant state ministries and commissions and the FISU, the Executive Office is going to conduct information gathering and accreditation work. Preparations of the First Delegation Heads Meeting in April this year are going under way. A “gold medal plan” is on the anvil too, trying to help more university sports stars get good results, whilst impelling the doping inspection.

In conclusion, Liang called all staff to throw themselves into the Universiade preparations, making persistent efforts and improvement in the last 200 days.
