General Technical Regulations for the 8th World University

6.Official Hotel

  Shenzhen Silver Lake Resort Hotel (No. 38, Yinhu Road, Luohu District, Shenzhen)

  a. The Organising Committee provides accommodation for all archers and team officials in the main building of the Silver Lake Resort Hotel.

  b. The Organising Committee provides accommodation for VIPs and technical officers in the villa section of the Silver Lake Resort Hotel.

7.International Supervision, Control, and Arbitration Committee

All decisions taken at the time of the championship by the C.I.S.C.A ,which is set up by the Executive Committee of FISU are final The C.I.S.C.A is composed of: 

a.           Chairman, a delegate of the FISU Executive Committee

b.           A delegate of International Archery Federation (FITA)

c.           Chairman of FISU Technical Commission (CT)

d.           A delegate from the FISU Medical Commission (CM)

e.           A delegate from Chinese Archery Association

f.            A representative of the Organising Committee

8.Technical Committee

The Technical Committee, following the decisions of C.I.S.C.A., will carry out such tasks as adhering to technical rules for competitions, checking equipment and facilities, appointing judges, scheduling programs, and supervising all logistical affairs (catering,, transport, accommodation, etc.).The Committee shall be made up of:

a.       Chairman of FISU Technical Committee

b.       A delegate of Chinese Archery Association

c.       A technical representative of the Organising Committee

d.       Three experts nominated by the C.I.S.C.A. from among participating delegations

e.       Chairman of FISU Medical Commission.

9.Doping Control

Doping control will be conducted before, during and after the competition. All      participating athletes are subject to drug testing in compliance with the regulations laid down by the International Archery Federation and FISU.

10. Competition Rules

The archery competitions will be organized in accordance with the most recent   technical regulations of the International Archery Federation (FITA) with its particulars to be described at the General Technical Meeting.

11.Events and Formats

The programme and duration of the competitions are fixed by the Executive Committee in agreement with the Organising Committee and the CTI. The competitions will last four (4) days and will include:

I.Individuals events:

III. Mixed team events:

Compound bow

Each country/region is authorized to enter a maximum of seventeen (17) persons of which twelve (12) are competitors (recurve bow: three male and three female; compound bow: three male and three female) and five (5) are officials.

In each event, each country/region may enter:

I. Individual events:

—Maximum three (3) competitors in each bow division;

Recurve bow: 36 arrows x 2 x 70m

Compound bow: 36 arrows x 2 x 50m

II. Team events:

—In each bow category, one (1) team of three (3) competitors selected by adding their best score in the individual qualification round. Only the sixteen (16) best scored teams will be allowed to compete in the elimination phase.

—If a country/region is unable to present a compound bow team for either men’s or women’s events, it will be allowed to present gender combined team to compete in the men’s compound bow event. (1 man+ 2 women, or 2 men with 1 woman). The selection criteria will be determined by the competition rules.

The competition format for team events will be

·  Recurve bow:  the “Academic Round” with the hit/miss target (See the FITA rules-Academic Round)

·  Compound Bow:  Compound Round with the 50 m Hit-Miss target face (See the FITA rules-Compound Round)

III. Mixed team events:

—For the Mixed team events in each bow category, Only sixteen (16) best teams of two (2) competitors (one male and one female archer) selected by adding the best score of the best female and best male of the same country/region obtained in the individual qualification round will be able to compete.

—The competition format for the Mixed team events will be:

·   Recurve Bow: the “Academic Round” with the hit/miss target (check with the FITA rules –Academic Round).

·  Compound Bow: the Compound Round wth hit miss 50 m target (Check with FITA Rules – Compound Round)

—The archers to shoot the elimination phase can be the same that make the qualification or any other that the delegation will appoint for the Academic Round (Recurve bow) or Compound Round (Compound bow). Once selected both archers, female and male that will represent the delegation of the country/region (deadline, before the warm-up of this competition start), these selected archers cannot be replaced.

Mixed Teams: One male and one female must be from the same country/region and same bow division.

At the General Technical Meeting, the Head of Delegation or his/her representative shall confirm and sign the official list of the competitors accredited by the C.I.S.C.A.

12. Participation

All competitors of the Championship must satisfy the following requirements:

a. Must be a national of the country/region they represent.

b. Must be at least 17 and less than 28 on January 1st of 2010, the year of the    Championship (must be born between January 1st of 1982 and December 31st of 1992)

c. Must be an officially registered for and pursuing a full-time course of study at a university or students who have obtained their academic degree or diploma from an institution recognized by appropriate academic authority of their country/region in the year preceding the Championship.

13. Accreditation

All participants of the Championship shall obtain accreditation from FISU for the Championship. The accreditation card, with such data as bearer’s name, function, country code, and card holder’s photograph, will be issued to card holder according to his/her capacity.

Athletes and team officials must wear their accreditation cards to gain access to the competition venue and Athletes’ Village. Without accreditation, immediate access will not be granted.  

14. Financial Conditions

FISU registration fees:

EUR 20 per person for FISU member countries

EUR 40 per person for FISU non-member countries

Participation fees:

In accordance with FISU regulations, participation fee shall be paid in the amount of      EUR 60 per person per day to the Organising Committee, which covers the costs of accommodations, meals, local transportation etc.

   Travel cost:

   The counties shall be responsible for their own cost of travel to the nearest entry point (international airport or other entry point) of the Universiade host city and return.

15. Deposit

Three (3) months before the Championship (June 23, 2010), participating countries/regions must confirm their entry with an advance payment of 25% of the accommodation costs per competitor entered. The deposit, which guarantees an entry, shall be directly collected by the Organising Committee. Should the competitor compete, his/her deposit shall be credited to the participation fees to be paid to the Organising Committee. In the event of a withdrawal, this deposit shall cover the costs undertaken by the Organising Committee.

16. Logistics

During the Championship from September 20 (three days before the Championship begins) to September 27 (one day after the Championship ends), the Organising Committee will arrange accommodation, food and local transportation for all participating delegations. However, the Organising Committee does not provide any other services, such as laundry, domestic service, international long-distance phone calls, fax and other paid services in the Athletes’ Village, which shall be at the expenses of the individual.

Meals in the Athletes’ Village will be served in the form of a buffet. However, orders that are not included in the cafeteria menu and orders of beverages or liquors shall be paid by the consumers.

17. Insurance

The Organising Committee shall contract, at its cost, the insurances for the referees, judges, organizers concerned and the staffs of the Organising Committee during the Championship in accordance with the regulations of FISU. The participating countries/regions must have the appropriate insurance to cover travel and participation, as they are not the responsibility of the Organising Committee nor FISU.

18. Official Entry Points

a. Participating delegations are advised to take Shenzhen Bao’an International Airport as the airport of destination, which is only 50 minutes’ drive from the official hotel;

b. You may also fly to Hong Kong International Airport and transfer to a bus for entry through Shenzhen Port;

c. Enter through Guangzhou Baiyun International Airport (100km from Shenzhen) and transfer to a bus to Shenzhen.

19. Transportation

The Organising Committee will provide transport vehicles during the Championship. Separate transportation will be provided for VIPs and technical officials. For each vehicle, an attache will be provided to render any necessary assistance.

20. Visa

All qualified participants and officials will be issued visas to the People’s Republic of China. Visas can be obtained via the Chinese embassy or competent office in your country or a nearby country.

21. Delegation’s Flag

For the opening and victory ceremonies, participating delegations are requested to bring two national/regional flags (96x144cm), as officially registered in FISU.
