Great progress in Shenzhen – Hong Kong registration arrangement cooperation for Universiade

On July 12, a conversazione on Shenzhen – Hong Kong registration arrangement cooperation for the 26th Shenzhen Summer Universiade was held at the Executive Office meeting room. Vice Chairperson of the Executive Committee and Director-general of the Universiade Executive Office Liang Daoxing attended the conversazione and delivered an important speech. Deputy Secretary-General of Shenzhen Municipal Government and Managing Deputy Director of the Executive Office Huang Guoqiang presided the meeting. Some of the Hong Kong government departments were present at the conversazione, including Hong Kong Economic and Trade Office in Guangdong, Hong Kong and the Mainland Affairs Bureau, the Hong Kong Police Force, Hong Kong Immigration Department, Hong Kong Customs, the Hong Kong Hospital Authority, Hong Kong Department of Health, and Hong Kong Airport Authority. The relevant Shenzhen sections present at the meeting included Shenzhen Foreign Affairs Office (Hong Kong and Macao Affairs Office), Shenzhen Port Office, Shenzhen Customs, Shenzhen Entry-Exit Inspection and Quarantine Bureau, Shenzhen General Station of Exit and Entry Frontier Inspection and the respective Executive Office departments like General Administration Dept, External Relations Dept, Competition Dept, Logistics Dept, Security and Safeguard Dept, and Registration and Consultation Dept.

Vice Chairperson of the Executive Committee and Director-general of the Universiade Executive Office Liang Daoxing expressed his warm welcome to both the Hong Kong government departments and the respective Shenzhen sections present at the meeting, and then delivered an important speech. In his speech, he emphasized, as it is from the Universiade registration service that participants get the first impression and final impression on the Games, the Universiade arrival and departure service plays an important role in showing up the Shenzhen city image. Meanwhile, successful games – time registration arrangement is one of the measures for a successful Universiade. Mr. Liang especially extended his gratitude to the Hong Kong government departments for their strong support on their registration service for the FISU Executive Committee Conference in May, and he hoped that both Shenzhen and Hong Kong will do a better job in the 2010 World University Archery Championship to be held in September and the 2010 Universiade registration preparations. He was convinced, with the joint efforts between Shenzhen and Hong Kong, and with the strong support of the relevant units, we will bring out the best in registration service for the upcoming Universiade.

    As told, registration at large events refers to a quick and convenient checking-in and checking-out service offered by the organizing committee of the games, when participants from different countries arrive in and leave the host country (city). Take the Universiade for an example, registration service means offering checking-in and checking-out service to 20,000 participants from over 180 countries and regions (including college sports delegations, sports technique representatives, officials and reporters from media) and their carry-on luggage. The registration service at the international events involves a wide range of sections and fields like customs, inspection and quarantine, frontier inspection, foreign affairs, transport, security and safeguard, airports and airlines. It even involves checking-in and checking-out of some particular cargo (e.g. firearms and ammunition, and sailing boats and boards). What the Executive Office wants to do is to render a safe, efficient, and convenient checking-in and checking-out service for all the participants and their carry-on luggage coming to the Games.    

Registration arrangement is always one of the difficulties in preparations for a large – scale sports event, especially at the Universiade, which has the same arrival and departure scale as that of the Olympics. As numerous participants will choose to get to Shenzhen via Hong Kong, they have to go through twice checking-in and checking-out, which make the arrival and departure more difficult and complex than that of the Olympics and Asian Games.  

     Both parties had a warm discussion not only on the Universiade registration modes and process, but also on the Shenzhen – Hong Kong cooperation in registration arrangement. Meanwhile, they had a talk in depth on issues like checking and clearance and inadequate facilities in checkpoints caused by the twice checking-in and checking-out. At the end of the conversazione, both parties agreed on the following issues such as setting up a coordination work group of Shenzhen – Hong Kong Universiade registration arrangement, as well as making clear both parties’ lead units, member units and executing registration system. They also talk about building up a relative coordination mechanism.

     The conversazione marks the great progress in Shenzhen – Hong Kong cooperation of the registration arrangement for Universiade, and the great achievements in registration preparations for the Universiade.
