High-tech Industrial Park Group
Shenzhen has implemented a “prioritizing industrial parks” strategy, creating an economy generated by high-tech industry and advanced manufacturing.
Shenzhen Hi-tech Industrial Park
Located in the western part of Shennan Thoroughfare, the Shenzhen Hi-tech Industrial Park was established in 1996, covering a planned area of 11.52 square kilometers, of which 3.3 square kilometers are for high-tech industry. With the electronic information industry as its focus, the park is rapidly developing three major industries, biomedicine, optical electromechanical integration, and new materials. The park has been certified as the “National Hi-tech Industrial Park” and “Hi-tech Products Export Base,” as well as “China APEC Hi-tech Industrial Park.”
Qianhai Industrial Park
With a total planned area of one square kilometer, the park is dedicated to software development and transfer of scientific and technological achievements.
Liuxiandong Industrial Park
With a total planned area of 3.2 square kilometers, the park has been designed as a manufacturing base for integrated circuits and telecom equipment.
University Town
The first phase of Shenzhen University Town covers a planned area of 3.8 square kilometers. The area that was approved for construction covers 2.1 square kilometers. Prestigious national universities, including Qinghua University, Beijing University, Harbin Institute of Technology, and more than six national key labs have been introduced to the town to establish a multifunctional, comprehensive and modern university park which integrates production, study and research.
Shiyan Industrial Park
With a total planned area of 7.6 square kilometers, the park has been designed to develop mass production of computers and computer parts.
South Guangming Industrial Park
With a total planned area of 28.31 square kilometers, the park’s area approved for construction covers 15.05 square kilometers, among which six square kilometers are the planned area for high-tech industry. The park focuses on electronics, digital display units, optical electromechanical integration, and large-scale advanced manufacturing.
Guanlan-Longhua-Banxuegang Industrial Park
With a total planned area of 14.6 square kilometers, the park will be a manufacturing base for computers, and optical electromechanical, telecom and other advanced industrial products.
Baolong Industrial Park
The park’s total planned area covers 31 square kilometers. The approved area for construction covers 21.1 square kilometers, of which 11.2 square kilometers are used for high-tech industry. The park will prioritize industrial development of digital display units, new materials, new energy, and other large-scale advanced manufacturing.
Shenzhen Grand Industrial Zone (including Export Processing Zone)
It is located in Pingshan Township, Longgang District, with a total planned area of 174.4 square kilometers and a central development area of 38 square kilometers. The park focuses on high-tech industries, along with tertiary industries such as finance, real estate, trade, and service industry.
Shenzhen Export Processing Zone started operations as an enclosed area on March 31, 2001 after meeting national standards. Utilizing the strategy of group development, the park mainly focuses on four major fields: electronics, precision machinery, bioengineering and medical industry, and new materials. It has accommodated companies from Japan, the United States and Israel.
Kuichong-Dapeng Industrial Park
With a total planned area of 19.5 square kilometers, the park focuses on biotechnology, electronics, agriculture, tourism and industries related to maritime resource development.
Eco-agricultural Zone
Located in Bao’an District, the zone has a total planned area of 18.67 square kilometers. It focuses on modern urban high-tech agriculture.
East Ocean Industrial Park
With a total planned area of six square kilometers, the park will be built as a comprehensive maritime resource development base for marine product breeding and import and export trade, which will integrate scientific research, production and tourism.
Fine Chemical Industrial Park
Located on Dapeng Peninsula, the park covers an area of 12 square kilometers. It focuses on fine chemical industry. Currently, six noted Japanese enterprises have signed agreements for investment in the park.
National Biomedicine Industry Base
Among the first batch of such national biotech industry bases, Shenzhen is the first of its kind in the Pan-Pearl River Delta region. It is expected to develop the biomedicine industry into one of the city’s pillar industries. It is hoped this will make Shenzhen an international center for the biomedicine industry.
Virtual University Park
Located in the south of the Shenzhen Hi-tech Industrial Park, the Virtual University Park was established in September 1999. So far, over 40 prestigious colleges and universities at home and abroad have joined the virtual park, and 17 foreign colleges and universities have been included as Internet members.
Free Trade Zones
There are three special economic zones in Shenzhen, where free trade policies are implemented. In the zones, a customs-supervised duty-exempt system has been launched, foreign-invested trade companies are allowed to conduct business in bonded goods storage and display, payments in foreign exchange for export and import don’t need to be charged against each other, and equipment for a company’s sole business use are duty free.
In 2006, the free trade zones in Shenzhen netted 97.31 billion yuan of gross industrial output value, up 18.3 percent over the previous year.
