拓展地下空间“再造”一个深圳
中信地铁商场充分利用了地下空间。记者 岑志利 摄 大运会官方网讯 随着社会经济的不断发展,深圳在空间、环境、资源等方面面临巨大挑战,深圳经济总量迅速提升与相对紧缺的土地资源之间的矛盾,从城市整体布局、生态保护、功能配套等方面向城市空间规划工作提出了更高的要求。如何应对这些挑战并最终实现城市可持续发展,这个问题引起了我市政协委员的极大关注,他们提出要通过完善法制、系统规划、合理利用等措施,充分利用好地下空间资源,“再造”一个深圳,促进深圳经济社会发展。昨日,记者就此进行了深入调查,并采访了相关部门。 委员建议 充分开掘地下空间这个“宝藏” 应维根委员提出,地下空间开发利用是提高城市土地利用效率、缓解城市中心密度、人车立体分流、扩充基础设施容量、减少环境污染、改善城市生态最为有效的途径。深圳目前实际管理人口已经达到1000多万,机动车保有量超过120万辆,城市发展面临着土地、资源、人口、环境“四个难以为继”,其中土地空间已经接近枯竭,对地下空间的利用是大势所趋。 为使我市地下空间资源能得到较有效、合理开发利用,应维根提出,一是系统规划、合理利用、科学管理、综合使用。由于地下空间利用具有其特殊性,在城市地下空间大规模开发利用之前,必须利用现代科技对城市地下空间资源及其需求情况进行审慎的分析评价,进行周密系统的统一规划,而不是各自为政,无序开发。 二是加强立法,尽快出台相关政策法规。深圳必须在这方面加快步伐,使该办法尽量完善,尽早出台,尽快实施。去年8月,由市规划局起草了《深圳市地下空间开发利用管理办法》,深圳首次以法规的形式,对深圳市地下空间的开发、利用和管理等做出了详细的规定,这是一个令人欣慰的进步。 三是对地下空间开发时应充分注意其不可逆性。因为地下建筑物一经建成,对其再度改造或改建,难度相当大,甚至不可能恢复原样。地下空间利用对地面环境也存在负面影响。正因为如此,深圳在这些问题上要防患于未然,在开发利用前要科学论证、多方研讨、综合布局、谨慎规划,避免出现不可逆转的决策失误及环境影响。 四是对地下空间的利用要充分考虑国防建设的需要。深圳是具有相当经济实力和经济影响的城市,在战略上具有较为突出的地位,所以在地下空间开发利用时要充分考虑战备需要,以战略眼光长远规划地下空间的利用。
